Fukuyama, in defining the state using Max Weber’s definition, still believes that the government’s function is providing order, as Thomas Hobbes did. Yes, maintaining order is one of the government’s functions, but what they do not get right is that it is a secondary, not a primary function. The government’s primary function is enabling society to evolve smoothly by resolving problems emerging with the transformation of society. Several changes emerged as barriers to continued thriving during the great transition from simple tribal to complex civilized society. For example, individuals became, for the first time in history, independent agents, agriculture began producing surpluses, artisans emerged, and merchants began connecting consumers and producers, among other changes. These complex changes or new societal features needed systematic management, causing the need for administration or politics. So, the primary function of politics, the state, or government is resolving problems emerging as society gets more complex. But, of course, then administering justice and maintaining order and stability becomes necessary as supportive tasks to the primary functions.
